I notice a signature from one "Bob Petsky" (not entirely sure on that last name) who seems to have at least done the little cartoons if not written/composed the entire letter. Any idea who he was?

I think the artist is Bob Petley, it looks similar to his work. Bob Petley did funny postcards so this letter would be the kind of thing he and his company (Petley Studio, Inc.) would produce.

This is a cute idea for a postcard, and I like the breezy writing and the cute cartoons. I do have to point out that with almost a hundred and ten federally-recognized indigenous tribes, California has the second largest native population of any state in the union. Before European "tourism," Wikipedia states that "California was one of the most culturally and linguistically diverse areas in pre-Columbian North America." So the intro here is just a little tiny bit cringe.
Reminds me a bit of MAD, with all the little margin pictures. Kind of an interesting gag gift, an already made comedy letter you can send somebody. Never seen anything like this. I see nobody actually ever used it, would have been interesting with some random person's signature at the end!
